Guide for database migration and user deployments

For the past few days, I have been working on creating a guide on the database migration, and other items to roll over the new year with UMRA, especially since I will not be available this year to do this.

This will likely not interest everyone, as it is highly technical in parts. But, the documentation is available for anyone who would like to read it.
